Experience of evaluation of VET schools operation efficiency in post soviet countries
Abstract
The article considers approaches to operation efficiency evaluation both of vocational education system in whole and of certain vocational schools in particular. In Russian Federation, the Republic of Belarus, the Republic of Kazakhstan the problem regarding evaluation of vocational school operation efficiency is among urgent ones because it is viewed as an element of information basis for modernization of proper education system. Notwithstanding the international experience references in different countries there are various approaches to efficiency evaluation and they are targeted at monitoring of various results (evaluation of occupational qualification level in the Republic of Kazakhstan that is evaluation of final result of educational process; evaluation of current and final results of vocational school operation in the Republic of Belarus and in Russian Federation). Creation of special state departments carrying out education quality evaluation in nationwide and regional scales (the Republic of Kazakhstan) and introduction of nationwide and regional systems for education quality evaluation in Russian Federation can be determined as a general tendency. In the Republic of Belarus together with evaluation of «conventional» indicators for vocational school operation (contingent, resource base, peopleware etc.) evaluation of its educating efficiency is accomplished. It is reasonable to build up prospective methodology as regards integrated evaluation of vocational school operation efficiency on basis of competence approach.
