ECONOMIC ASPECTS OF MANAGEMENT FOR UKRAINE’S VOCATIONAL EDUCATION DEVELOPMENT IN MARKET CONDITIONS
Abstract
The article reveals main problems of economic development as to vocational education management. Analysis of references regarding evaluation of education being a sector of economy, prospects for economic development of education sphere, lines of VET management efficiency increase is carried out. The author sorts out the levels of VET development management and suggests that regulation of processes concerning training and products manufacturing (work implementation and servicing) is more appropriate to macro-and mezo- levels according to market conditions. It is defined that the concept «management» describes immediate activity inside educational institution. The very essence of VET system management through its major functions: organization, planning, forecasting, control and coordination is revealed. The author suggests to determine economic efficiency of VET management process with the help of indicators which are classified by separate segments, that is: a segment of indicators for training process organization, a segment of indicators for personnel qualification, a segment of finance and economic factors. Differentiation of objectives for monitoring as regards availability and level of human resources usage depending on the tasks arising at a certain level of VET management (macro-, mezo-, or micro- levels) is realized.
