This issue presents the results of research studies and practical developments aimed at modernizing vocational and professional pre-higher education in the context of contemporary social and technological transformations. The contributions explore strategic directions for educational development, including the implementation of competence-based educational standards, the expansion of public-private partnerships, and the digital transformation of learning environments.

Particular attention is given to ensuring the quality of specialist training through the principles of academic integrity, improving the management of educational institutions as project-oriented organizations, and enhancing the professional development of educators. The articles highlight innovative approaches to distance learning, including the use of network-based educational and methodological complexes, and examine effective mechanisms for developing learners’ key competencies, such as entrepreneurial, career, and intercultural competencies.
