Innovative labour and workforce market in Ukraine

Abstract

The reforming of labour market is highly emphasized in the article. The market is considered like the system of legal, socio-labour, economic and organizational relations in the field of employees’ and employers’ needs. It is noticed that in Ukraine the unemployment rate for economically active population (aged 15-70) is 9,0% and for efficient age – 9,4%. It is explained that the industrial structure of employment is going to be saved in Ukraine and it constraints the transfer to innovative model of economy. Transfer to global economy with low pollution rate and vice-versa the rapid development of renewal energy sector, implementation of energy-efficient technologies will need creation of «green» working places and employees able to ensure the efficient use of energy in the building, industrial, transport and service sectors etc. In accordance, the innovative processes in the economic sectors cause the need in specialized markets, in particular the market of innovative labour, the market of innovations and market of goods and services produced on the basis of innovative technologies. At present, there are innovations in foods, technologies, ecology, social and organizational fields etc. The ecology innovations for smarter use of stock, modification of industrial processes are exceptionally valued. In this context the innovative potential of enterprises foresees the availability of various resources needed to complete the innovative tasks and raise the potential of workforce. According to the author’s opinion the innovative labour potential (resources) are advisable to be considered like economic category that reflects the potential of ability for the population of the country to innovative labour. The potential is meant the one the population has for the certain moment. Taking into account that Ukraine has great innovative labour potential, thus its transforming into the human capital (namely, capitalization the workforce) causes the need to involve the key investments.
